Purchasing Options
Kingston Hydro Residential and General Service Less than 50kW customers are provided the default
option of purchasing electricity through the Regulated Price Plan (RPP) or from an OEB licensed electricity retailer.
General Service greater than 50kW and Large User customers have the option of purchasing electricity at either the actual Hourly Ontario
Electricity Price (HOEP) that varies each hour, or at the average monthly HOEP, depending on how they are metered by
Kingston Hydro.
Regulated Price Plan(RPP) prices are set every 6 months by the Ontario Energy Board based on the actual and projected price of electricity
on the open market in Ontario. The RPP smoothes out fluctuations in the price of electricity that occur on the open
market, and provide an economic incentive for Ontarians to use less electricity in total and, for customers on Time
of Use Pricing, during certain times of the day.
Retailers purchase electricity in bulk from generators or on the open market, then re-sell it to electricity consumers.
Price offerings from different retailers may vary, but typically they offer longer term, fixed electricity rates.
Retailers are subject to regulations regarding their selling methods and code of conduct. Educate yourself on the

Kingston Hydro, Utilities Kingston, and the City of Kingston DO NOT employ door to door salespersons. Any retailers
claiming or implying that they are representing any one of these entities should be reported to the Ontario Energy Board.
